September 6, 2022 City Council Minutes

The Waukon City Council met in regular session on September 6, 2022 at 7:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Pat Stone presided. Council members present: Kevin Johnson, John Lydon, Arvid Hatlan, Andy Sires and Steve Wiedner. Council members absent: None. Others present: City Manager Gary Boden; Police Chief Paul Wagner; Water & Sewer Superintendent Jim Cooper; Assistant City Attorney Luke Meinholz; Street Superintendent Keith Burrett; Park, Rec & Wellness Director Jeremy Strub; Park & Rec Manager Carter Duerkop; Raine Gardner & Jim Holz, MSA Professional Services; Standard- Joe Moses; Fehr Graham – Lyle TeKippe; and citizens.

The Mayor called the meeting to order.  The Mayor asked that item 7. b. i. Changing enforcement officer of Dangerous Buildings… be tabled until the next meeting.  Hatlan made clarification that item 2. c. Approval of Board of Adjustment’s decision of a denial for a sign permit variance was part of the consent agenda.

  • Resolution – Agreeing to the transfer of $10,835.97 from the Wellness Center Operating Fund to the General Fund for the Wellness Center employee share-reimbursement for the August, 2022 payroll salaries.  The Deputy Clerk assigned number 22-140 to the resolution.
  • Resolution – Agreeing to the transfer of $2,591.64 from the General Fund to the Hotel/Motel (Tourism/Economic Development) Fund for twenty-five percent of the total Hotel/Motel money received in August, 2022 and deposited in the General Fund.  The Deputy Clerk assigned number 22-141 to the resolution.
  • Resolution – Agreeing to the transfer of $300,000 from the American Rescue Plan Fund to the Capital Project Fund- Maintenance Garage for the Maintenance Garage Project.  The Deputy Clerk assigned number 22-142 to the resolution.
  • Resolution – Agreeing to the transfer of $56,144 from the CDBG Housing Rehab Fund to the General Fund for reimbursement.  The Deputy Clerk assigned number 22-143 to the resolution.
  • Resolution – Agreeing to the transfer of $124,289.31 from the Water Resource Restoration Fund to the Sewer Fund for reimbursement.  The Deputy Clerk assigned number 22-144 to the resolution.
  • Resolution – Agreeing to the transfer of $56,498.17 from the Sewer Revenue Fund to the Sewer Revenue Bond Sinking Fund for the principal/interest payment on the Sewer Revenue Bond, Series 2019, Series 2021- $1M, and Series 2021- $750K.  The Deputy Clerk assigned number 22-145 to the resolution.
  • Approval of Temporary Relocation Voucher- CDBG Housing Program- Ahlstrom.
  • Approval of City Clerk/Treasurer’s Report- August, 2022.
  • Approval of claims

Under Public Comments: Tim Welch asked for clarification of the Board of Adjustment’s decision of denial for a sign permit variance.  Hatlan clarified that the variance request was denied by the Board of Adjustment and the Council approved this decision in the consent agenda.

 

Under Department Reports: Police Chief Wagner mentioned pedestrian crossing at 3rd Avenue & Allamakee Street, and taking part in a vulnerability assessment for safety issues at the school. Street Superintendent Keith Burrett stated the street department is finishing summer patching and will be starting tree trimming. Water & Sewer Superintendent Jim Cooper mentioned three water main breaks, the new pump for the lift station by the park, and installation of new electronic meters taking place around November 7. Park, Rec & Wellness Director Jeremy Strub mentioned more trees were removed from the August storm than were planned, and introduced new Park & Rec Manager Carter Duerkop.

 

City Manager Gary Boden requested that Lyle TeKippe give update on 2022-2023 Street Projects, and addressed the ADA sidewalks.

 

Mayor Stone attended the trial run of the A&J Steakhouse, he commended the organization of the Motorcyle Rally at the fairgrounds last weekend, and requested that the art piece in the plaza be placed on the next agenda.

 

Council Member Lydon mentioned he’d get pricing for pumps for the Park, Rec & Wellness Director Strub.

 

The Mayor announced that this was the time and place for the public hearing on the proposal to enter into an amended Sewer Revenue Loan and Disbursement Agreement ($1,050,000). The Deputy Clerk announced there were no oral or written comments received.  The Mayor declared the hearing closed.

 

The Mayor announced that this was the time and place for the Ordinance changing where a permit for displaying merchandise on sidewalks can be obtained, to being done by City staff.  The Deputy Clerk announced there were no oral or written comments received.  The Mayor declared the hearing closed.

Raine Gardner and Jim Holz, MSA Professional Services gave a presentation for the creation of a master plan for the Waukon City Park property.  There was lengthy discussion on the pros and cons.
