November 7, 2022 City Council Minutes

The Waukon City Council met in regular session on November 7, 2022 at 7:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Pat Stone presided. Council members present: Kevin Johnson, John Lydon, Arvid Hatlan, Steve Wiedner and Andy Sires.  Council members absent: None. Others present: City Manager Gary Boden; Police Chief Paul Wagner; Water & Sewer Superintendent Jim Cooper; Assistant City Attorney Kevin Stinn; Park, Rec & Wellness Director Jeremy Strub; Finance Director Lana Snitker; Standard- Joe Moses; Fehr Graham – Lyle TeKippe & Sam Ertl; Veteran’s Memorial Hospital – Michael Coyle; Town Theater – Jon Earp and citizens.

The Mayor called the meeting to order.

  • Resolution – Approving Easement Agreement for Public Water Main.  The Clerk assigned number 22-171 to the resolution.
  • Resolution – Approving the Official Financial Report for City Streets and Parking for the City of Waukon for July 1, 2021-June 30, 2022. The Clerk assigned number 22-172 to the resolution.
  • Resolution – Agreeing to the transfer of $56,498.21 from the Sewer Revenue Fund to the Sewer Revenue Bond Sinking Fund for the principal/interest payment on the Sewer Revenue Bond, Series 2019 ($47,638.82) and Series 2021-$1M ($5,144.17) and Series 2021-$750K ($3,715.22). The Clerk assigned number 22-173 to the resolution.
  • Resolution – Agreeing to the transfer of $10,756.41 from the Wellness Center Operating Fund to the General Fund for the Wellness Center employee share-reimbursement for the October, 2022 payroll salaries. The Clerk assigned number 22-174 to the resolution.
  • Resolution – Agreeing to the transfer of $6,137.28 from the Street Improvement Fund to the FYE 21/22 Street Improvement Capital Project Fund for street projects. The Clerk assigned number 22-175 to the resolution.
  • Resolution – Agreeing to the transfer of $34,623 from the Emergency Fund to the General Fund. The Clerk assigned number 22-176 to the resolution.
  • Approval of Annual Urban Renewal Report, Fiscal Year 2021-2022
  • Board Term Approval – Julie Rotach, Filling a vacancy for Park, Rec & Wellness
  • Approval of changes for updated code of ordinance: Chapter 7, section 7.02 – change clerk to City Finance Director. 7.05 (1, 2 & 3) change finance committee to City Manager and City Finance Director. 7.02(8 & 9) change clerk to City Finance Director. Chapter 15, section 15.03 remove from B “finance committee and two members to such other” and remove C tree board. Chapter 47, no change. Chapter 55 remove section 55.09. Chapter 55, section 55.13 add after impoundment “at the impoundment facilities utilized by the City”, section 55.14 after impounding costs add “established by the impoundment facility” and after vaccinated add “and a $25 Waukon Police Department administrative fee. Remove section 55.15. Chapter 56, section 56.04 remove mayor and list Chief designee. Chapter 60, section 60.08 remove “made at least forty eight 48 hours in advance” and replace with “approved by council”. Chapters 63-69 no changes to sections 63.04,64.02, 65.01-65.04, 65.08, 65.09, 66.04, 68.01, 69.03, 69.08-69.19. Chapter 69, section 69.11 delete subsection 1. Chapter 80, section 80.05 no change.

Under Public Comments: Veteran’s Memorial Hospital CEO Michael Coyle discussed the vote for the hospital conversion from City to County and thanked everyone for their support.

 

Under Department Reports: Police Chief Wagner noted they are still taking applications for an officer and that they would be stopping periodically at the polling places during the election.  Water & Sewer Superintendent Jim Cooper mentioned they had a DNR inspection last Tuesday that went well. Park, Rec & Wellness Director Jeremy Strub noted that the park is winterized for the season and they will be meeting with DNR this week.

 

City Clerk Snitker noted the community housing survey is still available to complete and that letters were sent last week to the commercial properties and half of the south side of town for the water meter project.

 

City Manager Boden stated City Hall will be closed on Friday, November 11th for Veteran’s Day. Lyle Tekippe with Fehr Graham announced that he will be retiring December 9th.

 

Mayor Stone and council members discussed the excitement of seeing the streets full and more people downtown recently.

 

The Mayor noted that the owner of Paint Creek Car Wash was not in attendance so the first item was not discussed.

City Clerk Snitker had two items of discussion for the Community Catalyst Building Remediation grant. The first was regarding finalizing the project at 12 West Main Street and checking that council was okay to close that out with an electrical inspection report. The other item was regarding a new grant available for Theaters with Town Theater owner Jon Earp discussing his plans for the Theater if funded with grant money.

Sam Ertl from Fehr Graham discussed the updated exhibit and estimate cost for the parking lot by 1st Ave. NW (behind Hartig Drug).

To approve the Professional Services Agreement with Fehr Graham for $31,000 and move forward with the City Parking Lot and Alley Improvements project by 1st Ave. NW.

Boden asked Council their thoughts on changing the meeting days for the upcoming year to the 2nd and 4th Monday of the month with Council member Hatlan checking thoughts on possibly moving the time to 6PM. It was requested to table the item until the next meeting.

No action taken.

 

Snitker discussed there would need to be changes made to the Water Meters, Water Rates and Sewer User Charge Ordinances due to the Water Meter Project.  Council requested attorney review into possible penalties in the Water Meters ordinance.
