November 18, 2024 City Council Minutes

The Waukon City Council met in regular session on November 18, 2024, at 6:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Arvid Hatlan presided. Council members present: John Lydon, Kevin Johnson, Dave Blocker and Steve Wiedner. Council members absent: Nick Engrav. Others present: City Manager Gary Boden; Street Superintendent Keith Burrett; Water/Sewer Superintendent Jim Cooper; Police Chief Paul Wagner; Park, Rec & Wellness Director Jeremy Strub; Fehr Graham – Sam Ertl; The Standard – Joe Moses; and citizens.

The mayor called the meeting to order. The two items regarding appointing and approving a contract for an attorney were moved to discussion and the closed session was removed.

  • Resolution – Certifying amount of available TIF increment tax requested for the 2026 fiscal year if $600,000. The clerk assigned number 24-138 to the resolution.
  • Resolution – agreeing to the transfer of $22,261.91 from the Emergency Fund to the General Fund in the amount of $87.91 and to the Capital Equipment Fund-Ambulance vehicles in the amount of $22,174.00. The clerk assigned number 24-139 to the resolution.
  • Resolution – agreeing to the transfer(s) of $15,178.00 from the SE Tax Increment Fund for advancement repayments, to the Water Fund in accordance with Resolution No. 3810 (2021 NW Public Infrastructure). And $3,332.00 from the SE Tax Increment Fund for advancement repayments, to the Sewer Fund in accordance with Resolution No. 3810. (2021 NW Public Infrastructure).   • Resolution – agreeing to the transfer of $12,480.00 from the SE Tax Increment Fund for advancement repayments, to the Street Improvement Fund in accordance with Resolution No. 3809. (Downtown Building Rehabilitation Project). The clerk assigned number 24-141 to the resolution.
  • Resolution – agreeing to the transfer of $1,900.00 from the Pladsen Property Project Fund to the Water Resource Restoration Fund for pay estimate number five, Storm Water Quality Improvements, Contract C, for the Water Restoration Sponsored Project. The clerk assigned number 24-142 to the resolution.
  • Resolution agreeing to close the extension of HWY 76 N and HWY 9/76 from Allamakee County Fairgrounds south on Allamakee St. left onto West Main St. up to 2nd St. NW and back up to 8th Ave. NW for the period beginning at 6pm and ending at 8:00pm on December 7, 2024, for the Waukon Holiday Parade. The clerk assigned number 24-143 to the resolution.
  • Resolution – agreeing to the transfer of $225.50 from the Pladsen Property Project Fund to the Water Resource Restoration Fund for engineering for the Water Resource Restoration Sponsored Project. The clerk assigned number 24-144 to the resolution.
  • Resolution – authorizing internal advance to tax increment sub fund not to exceed $4,795.00. The clerk assigned number 24-145 to the resolution.
  • Resolution – ordering preparation of detailed plans, specifications, notice of hearing, notice to bidders and form of contract, modifying resolution number 24-118. The clerk assigned number 24-146 to the resolution.
  • Resolution – agreeing to authorize the city clerk or treasurer to pay claims for all utilities, insurance premiums, payroll/reports, city utility billings, loan payments/agreements, class pre-registration and Kwik Star payments via ACH prior to City Council approval to avoid penalties/late fees and interest. The city council will formally approve the payments at their next regularly scheduled meeting. The clerk assigned number 24-147 to the resolution.

Under Department Reports: Water/Sewer Superintendent Cooper noted they fixed the roof on the south water tower. Street Superintendent Burrett mentioned they will be picking up leaves until next Wednesday. Police Chief Wagner noted the arson trial started last week and should wrap up tomorrow. Park, Rec and Wellness Director Strub mentioned the leaky roof on the pool has been fixed. City Manager Boden shared that Verizon has contacted him looking to do a cell tower on the south end.

 

UERPC Economic Development Department Head Diana Johnson gave the council information on the Community Development Block Grant Water/Sewer Grant. She noted the city is eligible to apply for up to $500,000 for infrastructure projects.
