COUNCIL ROOM

The Waukon City Council met in regular session on March 7, 2022 at 7:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Pat Stone presided. Council members present: John Lydon, Andy Sires, Kevin Johnson, Arvid Hatlan (via zoom) and Steve Wiedner.  Council members absent: None. Others present: City Manager Gary Boden; Police Chief Paul Wagner; Park, Recreation & Wellness Director Jeremy Strub; Water & Sewer Superintendent Jim Cooper; Street Superintendent Keith Burrett; Assistant City Attorney Kevin Stinn; Standard- Joe Moses; Fehr Graham – Lyle TeKippe; and citizens.

The Mayor called the meeting to order.

  • Approval of Letter of Support for Regional Homebuyer Program
  • Approval of Class C Liquor License (LC) (Commercial) with outdoor service and Sunday sales for Allamakee County Agricultural Society, 705 Allamakee St. (Pavilion)
  • Approval of Urban Revitalization Application – 303 Park Place CT SW
  • Resolution – Setting the date for public hearing on Urban Renewal Plan Amendment for April 4, 2022 at 7PM. The Clerk assigned number 22-27 to the resolution.
  • Resolution – Agreeing to the transfer of $53,260.61 from the Sewer Revenue Fund to the Sewer Revenue Bond Sinking Fund for the principal/interest payment on the Sewer Revenue Bond, Series 2019 ($43,598.13) and Series 2021-$1M ($5,124.36) and Series 2021-$750K ($4,538.12).  The Clerk assigned number 22-28 to the resolution.
  • Resolution – Agreeing to the transfer of $10,365.25 from the Wellness Center Operating Fund to the General Fund for the Wellness Center employee share – reimbursement for February, 2022 payroll salaries. The Clerk assigned number 22-29 to the resolution.

Under Public Comments: none

Under Department Reports: Water & Sewer Superintendent Jim Cooper briefed there was a water main break last week on 5th Ave. NW and they completed the requirements as requested by DNR. Park, Rec & Wellness Director Jeremy Strub mentioned applications for summer jobs are due this Friday and they are in need of employees. Police Chief Paul Wagner briefed they completed the mental health and Narcan training last week. Street Superintendent Keith Burrett noted they will be receiving the street sweeper soon and will start cutting tress when the weather permits.

Assistant City Attorney Stinn responded to Mayor Stone’s inquiry regarding a development agreement for the C-Mart property stating it is on his to do list.

City Manager Boden mentioned there will be a recommendation regarding the water meters soon.

The Mayor noted he would like to have a town hall meeting to update the public on current and upcoming projects. The council scheduled that for April 11th at 7PM in the council chambers. Stone read information on economic development and he discussed his disappointment in the County Board of Supervisors turning down a recent proposal for a Countywide Façade program.  He mentioned he would like to see this type of program in Waukon.

Council Member Johnson noted he sent a letter to Board of Supervisor members regarding his support of the Façade program.

The Mayor announced that this was the time and place for the public hearing on Fiscal Year 2023 Annual Budget.  The Clerk announced there were no oral or written comments received.  The Mayor declared the hearing closed.

To approve the 28E Agreement with Veterans Memorial Hospital and Townships regarding funding ambulances for Waukon Ambulance District.

The Mayor declared the resolution passed. The Clerk assigned number 22-32 to the resolution.

Lyle Tekippe with Fehr Graham brought over draft plans for the 2022 Street Improvement Project and gave updates on the upcoming schedule for the bid process.  He also provided updates on work that will be done at the Pladsen Addition.

To approve the offer to buy real estate and acceptance of $181,200 for Lot 5 in the Pladsen Addition.

City Manager Boden discussed his suggestion of transferring personal days to employee’s anniversary date instead of by the fiscal year.
