March 12, 2024 City Council Minutes – Informational Meeting

The Waukon City Council met in special session on March 12, 2024, at 6:00 P.M. in the council room of City Hall, 101 Allamakee Street. Mayor Arvid Hatlan presided. Council members present: John Lydon, Kevin Johnson and Steve Wiedner. Council members absent: Dave Blocker and Nick Engrav. Others present: Fehr Graham – Sam Ertl; Skyline Construction – Jesse Delaney; business owners or staff for Epic Wear, Waukon Chamber of Commerce, Double D Liquor, S&D Café, Sliver Laine, Hartig Drug, Jadecc’s and The Standard.

An informational meeting was held to discuss the city parking lot and alley improvements project. There was no council direction or motions were made.

Ertl discussed the plans of the project. S&D Café asked if there would be utilization of her garage in the alleyway. Ertl noted yes and no depending on the staging of the project. Garbage was discussed with City Clerk Snitker noting Town & Country Sanitation said they will work with the city on that, and we could do large dumpsters at each end of the alleys with businesses utilizing those.
Ertl noted Hartig Drug might have access to their private parking lot for part of the project, but it might be difficult to access it. Ertl noted there would be a small slope away from Hartig Drug that would help with water control. Ertl noted the parking lot behind Cunningham’s will not be disturbed but the alley will be getting done. Once the parking lot is ripped up there will not be any access.
Ertl asked Delaney on the staging of the project on if he will start with the alleyways then move to the parking lot. Delaney mentioned he is flexible if the days are flexible as it will take longer to do the alleyways first as opposed to bringing his excavator in and removing everything at the same time. Hatlan asked if the alleys could be done first so they could be usable while the rest of the project is moving forward, with the understanding a couple of extra days might have to be allowed if done this way.
Silver Laine asked about the drainage of their upstairs building to see if they could have the downspout tied into the storm sewer. Erlt mentioned there is a subdrain so it is possible but noted part of their parking lot might have to be ripped up to do that. Deliveries were discussed with businesses understanding those would need to come through the front entrance. It was discussed to have the city put out a message that tenants and employees should not park on Main Street but utilize the city parking lot behind Howard’s Furniture or other street parking. Hatlan informed those in attendance to contact City Clerk Snitker with any questions and Snitker noted she has emails for the businesses to keep them informed. Start date is unknown currently as it depends on the asphalt. Ertl wanted to confirm access for any upstairs tenants with businesses noting there will be access for them. The Economic Development Office noted they could save a parking spot for Hartig Drug for prescription pick up and Hatlan noted he would like to have one or two temporary spaces for Hartig Drug for parking at the front of their building for prescription pick up only.
