June 17, 2024 City Council Minutes

The Waukon City Council met in regular session on June 17, 2024, at 6:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Arvid Hatlan presided. Council members present: Dave Blocker (via zoom due to being out of town), John Lydon, Kevin Johson, Nick Engrav and Steve Wiedner. Council members absent: None. Others present: City Manager Gary Boden; Assistant Street Superintendent Pat Egan; Water/Sewer Superintendent Jim Cooper; Police Chief Paul Wagner; Finance Director Lana Snitker; Assistant City Attorney Kevin Stinn; Fehr Graham – Sam Ertl; The Standard – Joe Moses; and citizens.

The mayor called the meeting to order. He asked to remove line item #8 discussing erosion control. Engrav asked to move the resolution establishing the housing construction revolving loan fund from consent to discussion.

  • Resolution – agreeing to the transfer of $168.88 from the Sewer Revenue Bond Sinking Fund to the Sewer Revenue Bond Surplus Fund as set out in Section 9 of the Sewere Revenue Bond, Series 2019. The clerk assigned number 24-92 to the resolution.
  • Resolution – agreeing to the transfer of $25,000 from the Street Improvement/LOST Fund to the Road Use Tax/RUT Fund for equipment purchases. The clerk assigned number 24-93 to the resolution.
  • Resolution – agreeing to the transfer of $78,225 from the Street Improvement/LOST Fund to the Pladsen Property Project Fund for relocating existing water mains and sanitary sewer in the Pladsen Addition. The clerk assigned number 24-94 to the resolution.

  • Resolution – agreeing to the transfer of $78,225 from the Pladsen Property Project Fund to the Sewer Fund for Water Resource Restoration Project. The clerk assigned number 24-96 to the resolution.
  • Resolution – agreeing to the transfer of $1,900 from the Pladsen Property Project Fund to the Water Resource Restoration Fund for pay estimate number four, Storm Water Quality Improvements, Contract C, for the Water Resource Restoration Sponsored Project. The clerk assigned number 24-97 to the resolution.
  • Approval of Park, Rec and Wellness Board term renewals for Jesse Delaney and Eddie Frick for 3-year terms.
  • Approval of temporary construction easement for Logan & Leisha Doeppke – West Street SW Improvements Project.
  • Approval of cigarette/tobacco/nicotine/vapor applications for Quillin’s Food Ranch, Double D Liquor Store, Family Dollar/Dollar Tree, Huba Huba, Fareway Stores, Dollar General, Dollar Fresh, Casey’s and Kwik Star.
  • Approval of Liquor License: Class C Retail Alcohol License for Lid’s Bar & Grill (pending dramshop approval) and an amendment for temporary premise transfer to the Fairgrounds Grandstand for Allamakee County Agricultural Society for July 17 – July 22, 2024 (pending dramshop approval).
  • Approval of pay estimate #4 for $1,900 to Riehm Construction for the Storm Water Quality Improvements, Contract C
  • Approval of reimbursement payments of $9,494.75, $1,865.50 and $6,146.00 to S&M Developments for engineering invoices.
  • Approval of Roadway Maintenance Agreement with DOT & Allamakee County.
  • Approval of DOT ROW application – 522 9th St. NW

Under Public Comments: None

 

Under Department Reports: City Clerk Snitker briefed on behalf of Park, Rec and Wellness Director Strub that there are a few openings for swim lessons and rec programs are going well. Assistant Street superintendent Egan noted they are still patching and should be finishing painting the crosswalks this week. Water/Sewer Superintendent Cooper mentioned they started the jetting program and they have been working with some sewer issues from the fiber optic project. Police Chief Wagner stated Lieran Painting has completed painting and he heard back from DOT regarding the crosswalk by Hartig and shared that with council by email.

 

Fehr Graham Ertl mentioned he was unsure when the parking lot would start due to the weather. S. Snitker mentioned residents are invited to complete a survey for UERPC regarding the region’s long-range transportation plan and that she will be attending a downtown forum on signage in Oelwein tomorrow. Finance Director Snitker went over a few items in the treasurer’s report noting some changes. City Manager Boden discussed closing City Hall at noon on July 5th and asked the council’s thoughts on moving the meeting dates in September. All the council agreed to keep the meetings on the 3rd and 16th as scheduled.

 

Council member Blocker noted the city half of the fire station is paid off. Mayor Hatlan gave an update on the erosion control at Family Dollar/Dollar Tree and Pladsen Addition noting more is being investigated as Attorney Swartz is working on abatement issues. Hatlan also noted we are getting more complaints regarding weeds and lawns.

Snitker noted the city façade application for 10 E Main Street was to replace windows and exterior painting for a project total cost of $12,190.80.

To approve the city façade application for St. Patrick Thrift Store, 10 E Main Street for $6,095.40 for windows and painting.

The mayor declared the motion carried.

 

Wagner noted he received a complaint from a citizen regarding the speed on 2nd Street SW near Southcrest. The council noted they want to leave as is and can change the speed in the future if there is an issue.

No action taken.

 

Engrav asked if this resolution was approving funding with Boden noting this was just to establish the fund for the budget and that the fund would be brought back to the council and discussed before approved.
