July 18, 2022 City Council Minutes

The Waukon City Council met in regular session on July 18, 2022 at 7:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Pat Stone presided. Council members present: Kevin Johnson, John Lydon, Arvid Hatlan, Andy Sires and Steve Wiedner. Council members absent: None. Others present: City Manager Gary Boden; Police Chief Paul Wagner; Water & Sewer Superintendent Jim Cooper; Assistant City Attorney Kevin Stinn; Standard- Joe Moses; Fehr Graham – Lyle Tekippe; and citizens.

The Mayor called the meeting to order.

  • Resolution – Agreeing to the transfer of $1,107 from the WWTP Construction Fund to the Sewer Plant Improvement Fund for engineering costs for the Waste Water Treatment Plant Project. The Clerk assigned number 22-120 to the resolution.
  • Resolution – Agreeing to the transfer of $8,265.50 from the Sewer Fund to the Water Resource Restoration Fund for engineering costs for the Water Resource Restoration Sponsored Project, with the understanding that, when reimbursements are received through the Clean Water State Revolving Fund the amount will be paid back to the Sewer Fund. The Clerk assigned number 22-121 to the resolution.

Under Public Comments: none

 

Under Department Reports: Water & Sewer Superintendent Jim Cooper mentioned they are jetting the SW side of town, they refurbished 10 manholes and on August 13th there will be an open house at the new treatment plant from 9AM– 12PM. Park, Rec & Wellness Director Jeremy Strub mentioned help at the pool is diminishing with some going back to college and there will be a master plan meeting for the park this week.

 

City Clerk Snitker noted she submitted a reimbursement request to the State from the Catalyst Grant for the Tierney/Steakhouse building project and confirmed with council that it would be okay for the Street Department to sweep the Mulligan’s parking lot for RAGBRAI.

 

City Manager Gary Boden discussed there was a street committee meeting today which involved discussion on work to additional intersections and a sidewalk on 8th Ave. NW.  Fehr Graham will provide cost estimates and that will be brought back to the council for discussion.

 

City Council Member Hatlan said he had comments regarding changing the street by East Elementary back to a 2-way street and requested that be on the next agenda.  He also asked when the certification requirements for the Water/Sewer Department were going to be put into a policy with Boden noting he is working on that with Cooper. City Council Member Johnson wanted to note there are lots of events coming up in Waukon with the County Fair this weekend, RAGBRAI next weekend and Sweet Corn days the weekend after.

Approving to fix the date for August 1, 2022 at 7PM for a public hearing on proposal to enter into an amended Sewer Revenue Loan and Disbursement Agreement and to borrow money thereunder in a principal amount not to exceed $10,850,000.

The Mayor announced that this was the time and place for the public hearing on ordinance changing the zoning district classification for the Waukon owned property on the 500 and 600 block of 9th St. NW; parcel in the Northwest Quarter of the Southwest Quarter of Section 30, Township 98 North, Range 5 West.  The Clerk announced there were no oral or written comments received.  The Mayor declared the hearing closed.

 

The Mayor announced that this was the time and place for the public hearing on ordinance changing the zoning district classification for Lot 10 of Waukon Industrial Park 2nd Addition, Lot 11 of Waukon Industrial Park 2nd Addition and Lot 4 of Waukon Industrial Park 1st Edition.  The Clerk announced there were no oral or written comments received.  The Mayor declared the hearing closed.

Police Chief Wagner discussed lesson plans for training and that officers are required to have a certain number of training hours bi-annually.
