February 15, 2023 City Council Minutes – Special Meeting

The Waukon City Council met in special session on February 15, 2023 at 8:00 A.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Pat Stone presided. Council members present: Arvid Hatlan (by zoom), John Lydon (by phone), Andy Sires (by zoom) and Steve Wiedner.  Council members absent: Kevin Johnson.  Others present: City Manager Gary Boden and Standard – Joe Moses.

The Mayor called the meeting to order and took roll call; Wiedner, Lydon, Hatlan, Sires

To approve the agenda.

The Mayor declared the motion carried.

To approve payment to S&M Development for Pladsen Subdivision Invoices in the amount of $176,806.00.

Yes: 4 | Absent: 1 | No: 0

The Mayor declared the motion carried.

 

The Mayor wanted it noted that we have been handling the payments for this project wrong.  He referenced the Development Agreement we have in place, that states the developer shall invoice the City for reimbursement with proof of payment. City Manager Boden said he disagrees with that assertation.
