December 2, 2024 City Council Minutes

The Waukon City Council met in regular session on December 2, 2024, at 6:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Arvid Hatlan presided. Council members present: Kevin Johnson, Dave Blocker, Nick Engrav and Steve Wiedner. Council members absent: John Lydon. Others present: City Manager Gary Boden; Street Superintendent Keith Burrett; Water/Sewer Superintendent Jim Cooper; Police Chief Paul Wagner; Park, Rec & Wellness Director Jeremy Strub; Finance Director Lana Snitker; City Attorney Amy Reasner; The Standard – Joe Moses; and citizens.

The mayor called the meeting to order.

To approve the consent agenda.

  • Approval of Agenda
  • Minutes of November 18, 2024
  • Resolution – agreeing to the transfer of $20,000 from the Street Improvement/Local Option Sales and Services Tax Fund to the Façade Improvement Fund, as part of the Façade Improvements Internal Advance to fund a portion of the Façade Improvement Projects. The clerk assigned number 24-151 to the resolution.
  • Resolution – agreeing to the transfer of $8,000 from the Gundersen Maintenance Fund back to the General Fund to close out the Gundersen Maintenance Fund. The clerk assigned number 24-152 to the resolution.
  • Approval of tax exemption application – 1013 2nd St. SW
  • Approval of partial mortgage release – Lot 1 in Lot 2 of Waukon Industrial Park First Addition
  • Approval of claims

Under Public Comments:  none

 

Under Department Reports: Water/Sewer Superintendent Cooper noted they sent out letters to residents who had galvanized lines due to requirement from the DNR, but everyone’s water is fine. Street Superintendent Burrett mentioned the snow fence was finished today. Police Chief Wagner noted that Luke goes to the academy on January 6th and that there have been a lot of reported scams lately. Park, Rec and Wellness Director Strub mentioned they are hoping to fill the ice rink by the end of this week. City Clerk Snitker mentioned her term for the Rural Housing Authority board is up for renewal. Finance Director Snitker discussed the upcoming budget dates that will require a public hearing.

 

Allamakee County Emergency Management Coordinator Corey Snitker discussed the Hazard Mitigation plan, provided handouts and informed the council on available funding related to mitigation.

No action taken.

 

There was discussion regarding the snow no parking signs posted in areas that enter town. The council would like them to be removed and will need to discuss modifications. The new snow ordinances need to be posted to inform the public.

Boden discussed some of the funding for the fiscal year 2026 budgeting and how the Consolidated General Fund Levy will affect the city’s budget in upcoming years if it is not changed.
