December 18, 2023 City Council Minutes

The Waukon City Council met in regular session on December 18, 2023, at 6:00 P.M. in the council room of City Hall, 101 Allamakee Street and via Zoom technology. Mayor Arvid Hatlan presided. Council members present: John Lydon, Kevin Johnson, Dave Blocker (arriving late via zoom due to work), Andy Sires and Steve Wiedner. Council members absent: None. Others present: City Manager Gary Boden; Street Superintendent Keith Burrett; Water/Sewer Superintendent Jim Cooper; Police Chief Paul Wagner; The Standard – Joe Moses; and citizens.

The mayor called the meeting to order. He asked that the claim for Dorsey Whitney in the amount of $8,500 be pulled from the claims list.

  • Minutes of December 4, 2023
  • Resolution – agreeing to the transfer of $6,785 from the Sewer Revenue Fund to the Sewer Plant Improvement Fund for engineering costs for the Wastewater Treatment Plant Project. The Clerk assigned number 23-186 to the resolution.
  • Resolution – agreeing to the transfer of $29,500 back to the General Fund from the CDBG Housing Rehab Fund for reimbursement per original resolution numbers 23-139 and 23-150. The Clerk assigned number 23-187 to the resolution.
  • Resolution – ordering preparation of detailed plans, specifications, notice of hearing, notice to bidders and form of contract – Pladsen Addition Storm Sewer Outlet Project. The Clerk assigned number 23-188 to the resolution.
  • Resolution – ordering preparation of detailed plans, specifications, notice of hearing, notice to bidders and form of contract – West Street SW Improvements Project. The Clerk assigned number 23-189 to the resolution.
  • Approval of a one-time payroll date change from December 28th to December 29th.

Under Public Comments: no comments

 

Under Department Reports: Police Chief Wagner noted the 3rd speed sign will get installed on the north side of town but rocks in the area are causing an issue. Water/Sewer Superintendent Cooper mentioned two university professors stopped last week to walk through the plant. Street Superintendent Keith Burrett stated they are trimming trees until the weather changes.

 

City Clerk Snitker noted the updated emails for council and the mayor are ready and will contact them about getting them set up on their devices. City Manager Boden noted City Hall will be closed on December 25th and 26th and also on January 1st.

 

Council member Lydon mentioned he has received good feedback about the installation of the lights on West Street. Mayor Hatlan thanked council member Sires for his service and welcomed Nick Engrav. He also mentioned the preliminary plans for West Street SW and the Pladsen Addition Storm Sewer Projects will get discussed at the January 2nd council meeting and they are available to be viewed at City Hall prior to then during business hours.

 

The Mayor announced that this was the time and place for the public hearing on amending the current budget for the City of Waukon for the fiscal year ending June 30, 2024. The Clerk announced there were no oral or written comments received. The Mayor declared the hearing closed.

The Mayor declared the resolution passed. The Clerk assigned number 23-190 to the resolution.

 

Council Member Blocker arrived.

 

Cooper discussed the updated wastewater treatment agreements drafted for WW Homestead Dairy, Aveka and Kol-Gol.

Under Public Comments: Ann Fossum mentioned she appreciated the streetlights being installed on West Street SW.
